Libvirt Driver - Custom disk_bus setting is being lost on instance

Bug description:
Currently, custom disk_bus configuration will be defaulted to virtio when
a user will try to power off + power on or hard reboot his instance.
It is happening since hard_reboot() doesn't consider the image_meta when
constructing
the disk_info
