parse_isotime filter raise an exception instead of failing silently

Bug description:
Into horizon/utils/filters.py parse_isotime raise an exception when
something bad occurs.
Typically my issue was that nova has a null value for updated_at field
into System Panel/System Info this value will raise an exception and
will cause the template to crash.
parse_isotime is a filter so I think it has to fail silently and
return a default value which can be configurable.
