VPNaaS IpSec Site Connection "peer_cidrs" attribute should work with
lists

Bug description:
There is a "Remote peer subnet" field in "Add IpSec Site Connection"
workflow. This attribute works with lists in Neutron, but Horizon
supports only one Subnet per Connection, not a list of Subnets. We
should fix it and correct the corresponding field name and help
message.
