Bug description:
The Cinder API allows calling snapshot on attached volumes (this can
be forced when calling snapshot-create via the CLI client), but
Horizon doesn't give this option in the Volumes pane/view/thingy, it
only allows snapshot on unattached volumes.
Ideally this should be allowed and a suitable warning given about
possible corrupted snapshots if the volume is being actively written
to (filesystem consistency and so on).
