Keystone's HACKING.rst referenced nova:
237 For more information on creating unit tests and utilizing the testing
238 infrastructure in OpenStack Nova, please read nova/testing/README.rst.
Either keystone should have its own docs in creating unit tests or
this should be moved into a common place that all projects can use.
