The BigSwitch servermanager uses the synchronized decorators on rest backend
calls. It currently sets the external flag to True, which isn't necessary since
there aren't multiple independent processes running the plugin on the same
host.
This results in the unnecessary creation of a lock file when it can just be
handled by the default in-memory locks.
