edit flavor - enter invalid number causes entry to be deleted

Bug description:
To reproduce:
1. On Admin panel > Flavors > click on Edit Flavor
2. Change VCPUs to a value <= 0 and Save
==> Gives you error message: Unable to modify flavor "_________" and
deletes entry from table.
Instead, it should give a meaningful message like the following
example:
On Project panel > Instances > Launch Instance, if you try to enter a
negative number for the 'Instance Count' field, and press 'Launch', it
will give you an error: "Ensure this values is greater than or equal
to 1."
