OPENSTACK_KEYSTONE_DEFAULT_ROLE is not correct by default
Status in OpenStack Dashboard (Horizon):

Bug description:
keystone default role is _member_, while horizon set
OPENSTACK_KEYSTONE_DEFAULT_ROLE to Member. So if operator follows the
instruction of docs.openstack.org installation guide, then he/she will
fail to create new project on dashboard->admin->project->create
project.
It is really user friendly to modify default value to _member_ to sync
with keystone default setting
NOTE: this also affect havana branch
