_recycle_ip slow, multiple port deletes begin timing out

Bug description:
I've found that port delete fails if there are a number of port
delete/create operations happening at once.
It seems to depend on database load but I've seen as few as about 8
parallel port deletes begin to timeout waiting for the appropriate
locks inside of the _recycle_ip method in
neutron/db/db_base_plugin_v2.py.
