Edge LbaaS/Firewall should return router_id when getting vip/firewall

Bug description:
In order to support NVP advanced lbaas/firewall UI, it is needed to return
the router_id attribute when getting vip/firewall.
Also, it is needed to refactor duplicate code for
delete_vip/delete_pool/delete_health_monitor
