VM is reachable, but cannot SSH into it

Bug description:
Tempest experimental job with parallelism manifested the following failure:

Ping succeeds, but SSH connection fails.
Possible causes are:
- SSH service did not start on target VM
- L3 agent did not configure correctly Floating IP; it added the IP but not
the SNAT/DNAT rule, so the ping succeeds because it's just pinging an
additional IP on the gateway.
