Date picker fields in Resources Usage Overview should be hidden by
default

Bug description:
In the panel Admin > Resources Usage Overview panel custom date picker fields
(From and To) are not hidden by default.
This causes those fields to be visible very briefly when the panel loads
before the Javascript check kicks in (that decides whether they should be
visible or hidden).
Their visibility depends on the selection in Period drop down. Only
when the selection is "Other" date picker fields should be visible.
However, the default drop down value when the panel initially loads is
"Last week", which means date picker fields should be hidden by
default.
To reproduce:
1. Try to connect to Horizon remotely to see the issue more easily
2. Go to Admin > Resources Usage Overview
3. You'll see that date picker fields (From, To) are shown first and then
very quickly are hidden.
