improve load distribution on rabbitmq servers

Bug description:
Currently, neutron service reconnects to rabbit server when it detects a
connection failure. It goes blindly picking up the first rabbit server
configured always, try and move onto next if the connection attempt fails.
It would never use second rabbit server if first one succeeds.
Instead, we should distribute the connection load onto available
rabbit servers.
