need xml format for some unittest which inherits from WebTestCase

Bug description:
during refactor test_agent_scheduler, i found that some unit test case
which inherits from WebTestCase are short of xml format, after read
the WebTestCase source code, i think it is better to add xml format
test, but i still have two question about this:
- it will add many ut, because it duplicates json ut so definitely takes more
time for test, since json format ensure the code are correct, does this
coverage for xml make sense according to the test time cost?
- if answer to first question is no, then how about remove the current xml
format test from ut?
