Title: Add broadcast reply option to DnsMasq Status in OpenStack Neutron (virtual network service): Confirmed Bug description: The bug is opened for traceability. In order to support virtual network on top of Infiniband Fabric, there is a requirement to receive DHCP response via broadcast message (according to IB Spec). To achieve it, new option should be added to Dhcp agent configuration, 'allow_broadcast_reply'. The default should be False. Once set to True, --dhcp-broadcast will be added when dhcpMasq process is spawned.
