The keystone.catalog.core.Manager class contains a lot of redundant
exception conversion code.

Bug description:
I spoke to Adam Young in #openstack-dev about this, and we agreed on
two things:
1. The drivers themselves should be throwing the right exceptions.
2. Using a decorator is preferable to this kind of repeated code.
