oauth consumers links missing OS-OAUTH1

Bug description:
I noticed that the consumers controller for OS-OAUTH1 extension does
not over-ride the base_url function. As a result, the links section of
the result provides an invalid link. It is missing the OS-OAUTH1
portion of the URL.
