Unlike ovs, nec, linuxbridge, ml2 and some other plugins, nicira seems
missing AgentSchedule unittest. However, this plugin support
dhcp_agent_schedule, so i think we should add the AgentSchedule, for i.e. the
code in neutron.tests.unit.openvswitch.test_agent_schedule
