Bug description:
The "Exceptions" page in the Horizon developer documentations is
currently showing blank:
http://docs.openstack.org/developer/horizon/ref/exceptions.html
It shouldn't be, there are a lot of docstrings in the exceptions file
that should automatically be in there.
