nec plugin: Cannot delete ERROR resources which don't exist on
OpenFlow controller

Bug description:
In NEC Plugin, if a resource is in ERROR status and there is no
corresponding resource on OpenFlow controller, the resource cannot
be deleted by an API request. Unless critical reasons that resources
cannot be deleted, resources should be able to be deleted from API.
