Bug description:
The fix for https://bugs.launchpad.net/neutron/+bug/1282925 removed
the sql update lock on the ports table to alleviate deadlock issues.
However, now it is possible that the DHCP agent will encounter a
PortNotFound exception if another request deletes a port that the
delete_ports_by_device_id method is getting ready to delete. This is
expected; however, it is currently not caught and will interrupt the
port deletions, leaving leftover ports.
