Plumgrid plugin does not call _process_l3_update on network update

Bug description:
Like all other plugins Plumgrid plugin should call
self._process_l3_update() (defined in External_net_db_mixin) on
network update operation. It however calls self._process_l3_create()
on network create which is ok.
