nova-manage shell loads no nova context

Bug description:
The current ShellCommands class simply drops the user into the
requested python interpreter. Appropriate nova context objects should
be created and inserted into the interpreter's local state.
I would be happy to provide a patch if someone can point me at the
appropriate context objects to generate.
