Bug description:
PMTUd / DF is broken in our GRE tunnel configuration - slow network
performance with ovs 1.10.2, pulled the MTU on the VM down to 1440 and
10MB/s from LA to the UK.
Thats with both the 1.10.2 dkms package from Ubuntu and the 3.11
kernel datapath
