Tempest Running hang on case

Bug description:
When we run the tempest test bucket against our Openstack env on ppc64,
sometimes it will hang on case
tempest.api.network.test_load_balancer.LoadBalancerXML.test_create_update_delete_pool_vip
for a long time.
We have to restart qpidd and neutron services, than the env will back to
normal.
Note that the issue doesn't happen every time, but we met it several times.
