That's fair enough, but I think this should be made more obvious, either
with a tooltip or in the documentation (unless I've missed that).

Bug description:
When creating a new flavor there's no option to set whether it is
public or not.
This is with the RDO Icehouse packages:
openstack-dashboard-2014.1-1.el6.noarch
