ICE-HOUSE-GA:rabbitmq connections not getting increased beyond 662 in
scalability setup with 138 CN connected to controller.

Bug description:
while testing scalability for Openstack found that rabbitmq
connections not getting increased beyond 662 or 831.
Observations are,
Each CN will make 5 to 6 connection to the controller.
when I connect around 150 CN's to the controller, the connection not
proportional to number of CN, and always it limited with 831
Because of these issue agents were going unstable state and its not
scaling beyond 80 CN's.
