Bug description:
Enabling the Federation extension, according with
"doc/source/extensions/federation-configuration.rst" makes Keystone
crash with the following exception:
Traceback (most recent call last):

dependency.resolve_future_dependencies()
File "/opt/stack/keystone/keystone/common/dependency.py", line 251, in
resolve_future_dependencies
raise UnresolvableDependencyException(dependency)
UnresolvableDependencyException: Unregistered dependency: federation_api
Since the dependency is never registered.
