Project dropdown sorting should be case insensitive

Bug description:
There is a patch to sort the list in openstack_auth before it is sent
to horizon: https://review.openstack.org/#/c/60574/
When the patch gets merged, the sorting of project list on the html template
does not makes sense anymore.
We could revert the change in :
