In the keystone federation docs
(http://docs.openstack.org/developer/keystone/configure_federation.html),
the following paragraph is seen:
You’ll also need to install Shibboleth, for example:
$ apt-get libapache2-mod-shib2
However the keyword 'install' is missing.
