Restore GARP for floating IPs by default

Bug description:
Commit 591ee00a set the number of gratuitous ARP sent to advertise a floating
IP to 0.
This was because arping was triggering the kernel bug which was the root
cause of bug 1273386
Now that the bug has been root caused, we can restore GARP.
