Bug description:
It should to limit the value of timeout in health_monitor, the timeout
shouldn't be -1, in extentions/loadbalancer.py, the define is:
'timeout': {'allow_post': True, 'allow_put': True,
'convert_to': attr.convert_to_int,
'is_visible': True},
