SDN-VE controller expects information not in Neutron request

Bug description:
The SDN-VE controller expects the port-id information for removing
router interfaces. Furthermore, the controller requires the use of
string 'null' when the external gateway info is present and set to {}
in Neutron update_router requests. The controller cannot accept ":" as
part of the incoming requests and therefore the requests need to be
manipulated to replace the ":" with "_" before sending requests to the
controller.
