use vif_details to get physical_network for mellanox vif driver to

Bug description:
Mellanox networking solution requires knowledge of physical network during
VIF plugging.
vif _details dictionary on bort:binding is filled with physical_network by
neutron plugin (ML2 MechanismDriver). VIF Driver should use vif_details to get
physical_network info.
