neutron does not have a nova_ca_certificates_file conf option

Bug description:
After submitting and fixing the problem that neutron had no
nova_api_insecure flag (
https://bugs.launchpad.net/neutron/+bug/1306822 ), I now see it also
is lacking a nova_ca_certificates_file option, similar to the way
nova.conf has the neutron_ca_certificates_file option. There needs to
be a way to pass the certificate file in to the novaclient (which
apperas to support it).
