Cannot Disassociated Autoallocated floating ip

Bug description:
When you've allocated a floating ip to an instance you cannot
disassociate the old ip from the instance.
Any attempt to do so ends in an error.
You should be able to disassociate the auto-allocated floating ip from an
instance.
