Public bug reported: After some investigation it appears that when you login to Horizon and go to create a new project, it gets the default neutron floating IP quota value from the current value that the logged in user has. This was quite confusing.
This will likely not be fixable until this feature lands in neutron: https://bugs.launchpad.net/neutron/+bug/1204956, Since Horizon has no way to get defaults and this is probably a good reasonable solution until then. Steps: Login as a user with who's default tenant has a quota of 50 floating IPs. Go to create project, note the pre-filled value is 50.
