Libvirt: 0.9.13-0ubuntu12.2~cloud0
Guest Image: ubuntu-12.04.2-server-amd64
Steps to reproduce
--------------------------
1. boot up guest instance with ubuntu-12.04.2-server-amd64 image
2. open vnc console from horizon, or from `nova get-vnc-console <server-uuid>
novnc` link.
3. server console shows up
4. however, no login prompt shows up in vnc console
Expected

Able to login from vnc console
