Failed to GET & UPDATE A Cell

Bug description:
I built my environment by DevStack on Sep 5th, 2013.
I can List all cells as normal, but when I Get One cell, the problem
will occur.
Due to this issue, "Update cell" is also influenced, and the problem
is also involved in the new V3-api.
