wrong doc for disabaled_reason in service list

Bug description:
In http://developer.openstack.org/api-ref-compute-v2-ext.html, the
'disabled_reason" field will be None for xml format and 'null’ for
json format. However, in the documentation, it's stated as "", which
is not correct.
