Big Switch: Consistency header should be removed on sync
Status in OpenStack Neutron (virtual network service):

Bug description:
The consistency header is included in the full topology sync which
requires special-casing on the backend to ignore. It should just
removed the header since it's a full sync that replaces all of the
data anyway.
