Quota Exceeded button still disabled after volume deleted

Bug description:
Same issue as: https://bugs.launchpad.net/horizon/+bug/1192621, but on
the Volumes & Snapshots page.
The disabled 'Create Volume (Quota Exceeded)' button should be enabled
after you delete a volume.
Right now, you have to refresh the page manually to see the change.
