Cannot fetch Certs with Compressed token provider

Bug description:
The simple_cert extension has an explicit check that the Token
provider is the PKIToken provider, and returns nothing otherwise. That
check prevents fetching certificates if the Token provider is not the
PKI provider. PKIZ tokens also do signing, but also compression, and
need the certificates available.
