Bug description:
BaremetalHostManager could distinguish baremetal hosts by checking
"baremetal_driver" exists in capabilities or not. However, now
BaremetalHostManager cannot, because capabilities are not reported to
scheduler and BaremetalHostManager always receives empty capabilities.
As a result, BaremetalHostManager just does the same thing as the
original HostManager.
