retry filter will not work if specifying multiple force hosts

Bug description:
When enabling retryFilter and setting force_hosts when deploy VM, retry
filter will be disabled. This is not accurate, as customer might specify
multiple force hosts when deploy VM instance, nova scheduler should traverse
all force hosts before reach max attempts.
