A 200 response was returned even a invalid parameter was given to
invoke the server update api.

Bug description:
v2/{tenant_id}/servers/{server_id}
use following for PUT body

"status": "ACTIVE11"
}
}
the response is 200 OK, and Body not change anything.
I expect it is inappropriate, when a invalid parameter was given, 400
should be returned rather than 200.
This affects both v2 and v3.
