Neutron: Could not delete router interface

Bug description:
Havana: Could not delete router interface. The issue was that the
Floating IP associated with the router interface was one that was not
in the Floating IP list! I believe this is the clue to the problem in
that I disassociated all the other floating IP's and then could delete
the router interface and subsequently the network.
