After https://review.openstack.org/#/c/107526/ was merged the mechanism
to enable/disable dashboards by using configuration files in
openstack_dashboard/local/enabled no longer works.
After disabling the project dashboard by using a conf file in
openstack_dashboard/local/enabled, I am getting 'Dashboard with slug
"project" is not registered.' when trying to access the UI.
This is especially important for Tuskar UI, as we need the project and
admin dashboards disabled by default which is currently impossible to
do.
