Unless all of openstack is moving away from using PBR (nova, glance, etc
all use it in the respective .version modules) it looks like we'll
continue to maintain using it (even at runtime).

Bug description:
pbr is a build time tool, and pulls in dependencies that are not
appropriate for runtime. It is only used for the version string in
order to load the config file. Longer issues with pbr are discussed
