BSN: Consistency hash should be empty, not 'False'

Bug description:
When the Big Switch plugin first starts, it doesn't have a consistency
hash yet, so it is currently setting the HTTP header to 'False'. This
requires special-casing on the backend to handle. It should just be
blank.
